AMANDA IN THE LOCAL AUTHORITIES

The application management and data automation (AMANDA) software is a web-based commercial-off-the-shelf (COTS) and enterprise resource planning software that enables business process automation for local and central government, agencies and departments. It can be therefore accessed from any locations using a web browser. It is also a flexible, configurable and easy-to-use business process management system for automating processes such as permitting, planning, case management, renewals, fire prevention, subdivisions, licensing and enforcement. It is therefore geared towards integrating Commenting Agencies into an organisation’s workflow, which is essential in the review, signing-off and approval for planning, permitting and licensing business processes. As a result of this intuitiveness and integration, users across organisational boundaries, such as the LAs and the Commenting Agencies, are able to view, store, track, process and approve applications from any location.

The AMANDA platform already implemented and installed for the LAs and Commenting Agencies consists of:

  • AMANDA Public Access - provides citizens and clients of the LAs a single point of access to view the status of applications for subdivision applications nine (9) lots and under on less than five acres and building applications 3000 sq.ft (300m2) and below.The link can be found at: http://amandaweb.nepa.gov.jm/AMANDA5/eNtraprise/Jamaica/public/public_qu.... Currently clients of the LAs are able to view the status of their applications by going to the LAs’ websites.
  •  AMANDA Web Portal – users of the LAs and Commenting Agencies in the processing of subdivision applications nine (9) lots and under on less than five acres and building applications 3000 sq.ft (300m2) and below.

The full rollout of AMANDA in the Local Authorities for the development application process consists of four (4) phases and is scheduled to be completed by March 2015. A total cost of J$39,111,913.74 was expended during Phases I-III.
